EU4Justice

Albania’s justice reform is underway, with the judiciary and fundamental
rights seeing moderate preparation for implementing EU standards. The Council of the European Union initiated accession negotiations with Albania in March 2020, approving the Negotiating Framework in July 2022.Governance institutions like the HJC, HPC, and HJI are fully functional, established in 2018 and 2020, contributing to the reform process for nearly 5 years.

CAPACITY OF INDEPENDENT JUSTICE INSTITUTIONS IMPROVED

Objectives

Overall Objective

The overall objective is to support the governance bodies of the Albanian judiciary to implement the justice reform by strengthening their independence, transparency, efficiency, accountability and building public trust in the Albanian justice system in line with the EU acquis and best practices.

Objective 1

To support capacity building of the HJC and consolidation of the process of career development system for judges based on meritocracy and transparent proceedings in line with the European standards and the best practices as well as the strengthening of the functional and organisational independence, transparency, efficiency and effectiveness of the courts in accordance with the law.

Objective 2

To support capacity building of the HPC and consolidation of the process of career development system for prosecutors based on meritocracy and transparent proceedings in line with the European standards.

Objective 3

To support capacity building of the HJI and consolidation of the disciplinary investigation based on meritocracy and transparent proceedings in line with the European standards and the best practices.

Objective 4

To support the governance institutions in building their co-ordination and cooperation capacities in line with the European standards and the best practices.

Implementing Partners

The Italian Agency for Development Cooperation is the agency of the Government of Italy, established by Italian law 125/2014, for the implementation of International development cooperation policies. AICS has been financing and implementing development cooperation projects in Albania since 1991. The Italian High Council of the Judiciary (Consiglio Superiore della Magistratura – CSM) is the self-governing body of the judiciary and guarantees the autonomy and independence of magistrates.

Expertise France is the French public international cooperation agency. It provides partner countries
with knowledge, skills and management expertise in democratic and financial governance, security,
sustainable development and human development.
Expertise France is the mandated body of the French Ministry of Justice.

Spain as Project Partner is represented by FIIAPP, has as main objectives the institutional building and the promotion of good governance through managing international cooperation projects within the framework of the 2030 Agenda.
