Between 21 and 24 May 2024, the EU4Justice Project, following the project’s work plan, organized a Study Visit in Rome, Italy, for the members of the High Prosecutorial Council. The Study Visit aimed at best practices in relation to plenary meetings, standing committee processes, indicators, and reportingof the Italian Governance Institution for both judiciary and prosecution offices, with the view ofsupporting Albanian HPC, improving the internal rules and procedures, as well as strengthening its capacity, resulting in a strengthhened overall organizational and managerial function. During the study visit, the participants had two days of meetings with the Italian High Judicial Council (CSM), the Italian Court of Cassation, and the Italian General Prosecution Office.
During the two-day sessions at the CSM, the Albanian delegation from HPC was received by the Secretary-General Cons. Roberto Mucci, the Chairperson of 9th Commission Cons. Michele Papa, and various Members of the Third, Fourth, Fifth, Seventh, and Ninth Commissions. During the sessions, various topics of interest for the Albanian HPC members were discussed, like the prospects of institutional collaboration between the Italian judiciary and the Albanian judiciary; the Role, competencies and functioning of the Italian High Judicial Council; Presentation of the recent legislative reform guidelines of the Italian legal system; Management and semi-managerial positions – Recent reform measures; Guidelines and good practices for the organization of judicial offices; Professional Evaluation – Recent reform interventions; Procedures for the transfer of magistrates (ex officio and upon request); Good practices and use of indicators in the management of judicial offices; Tools and methodologies for the collection and analysis of statistical data. The participants also had the opportunity to be part of the live Plenary Session of the High Judicial Council. During the Italian Court of Cassation visit, the Albanian delegation was received by Ms. Margherita Cassano, First President of the Court of Cassation, and Mr. Renato Finocchi Ghersi, Advocate General of the General Prosecution Office of the Court of Cassation in the Aula Magna, one of the most famous plenary rooms in the Palace of Justice in Rome. Explanation of the role and functioning of the The court of Cassation and the Prosecutor General’s Office were handled by the Pres. Stefano Mogini, Secretary-General of the Court of Cassation, and Dr. Antonietta Picardi, Deputy Secretary-General of the General Prosecutor’s Office of the Court of Cassation. A very interesting illustration of the competencies of the General Prosecutor’s Office in disciplinary matters was held by Dr. Simone Perelli, Deputy Prosecutor of the General Prosecutor’s Office of the Court of Cassation. The delegation visited the Library of the Court of Cassation, one of the biggest judiciary libraries in Europe. These visits contributed not only to obtaining the best Italian/European practices, but also to building bridges of communication and cooperation with the Italian Judicial System.
