On 7 October 2025, the EU4Justice project supported an activity aimed at assisting the High Prosecutorial Council (HPC) in refining its methodologies through structured roundtable discussions with project magistrate experts. The initiative focused on strengthening both the technical competencies and the essential soft skills required for cohesive, transparent, and effective governance.

The activity sought to enhance the technical aspects of the HPC’s decision-making processes while simultaneously cultivating skills such as communication, conflict resolution, negotiation, and consensus-building. The primary objectives were to improve the efficiency, transparency, and quality of decision-making within the HPC and to ensure fair and consistent interpretation and application of career development rules.

During the sessions, participants explored practical guidance for career development decisions, including professional evaluations and the transfer of magistrates, the appointment of Heads of Prosecution Offices with reference to practices in various EU countries, in particular Italy, and the challenges faced in implementing systems of evaluation, transfer, and appointment both abroad and within Albania.

The discussions highlighted the critical issues in the current Albanian system and examined ways to address them. Members and legal advisors asked various questions and engaged in in-depth discussions on some issues arising in career development decision-making, identifying challenges and proposing sustainable improvements for future processes.

EU4JUSTICE is an EU Contribution Agreement Project implemented by AICS, Expertise France, and FIIAPP.  The project’s overall objective is the improvement of the capacity of the independent justice institutions in Albania.
