On December 15-17, 2025, the EU4Justice Project organized and coordinated a study visit to the Spanish General Prosecutor’s Office and the Spanish General Council of the Judiciary. Led by the HPC Chairwoman and accompanied by HPC members, representatives of the Prosecutor’s Office and members of the HPC Support Unit, the delegation aimed to exchange institutional experience and technical knowledge between Albanian and Spanish judicial authorities, focusing on the prosecutor’s evaluation processes, professional development and continuing training, case management systems, standards on public communication and relations with media and authorization of external professional activities and impact on evaluation. The Spanish Ambassador in Tirana and representatives of the project participated in the visit.

The visit, designed by the Project and the Spanish authorities, provided HPC members with an opportunity to witness the entire organization of the Spanish judicial and prosecutorial institutions.

The delegation was welcomed by the Spanish General Prosecutor and representatives of the Spanish Prosecutorial Council. During a two-day visit, the HPC members had the opportunity to learn as well about the organization of the Spanish General Prosecutor’s Office, with its different areas of specialization in matters such as environmental crimes, cybercrime, gender violence, crimes against public administration, and the judicial cooperation carried out by the Spanish organization.

During the last day the delegation enjoyed a visit to the Spanish Supreme Court and were welcomed by members of the Spanish General Council of the Judiciary, who explained the Spanish judicial system and the organization, competences and functioning of the General Council of the Judiciary as the governing body of judges and magistrates.

The HPC Chairwoman emphasized that this visit has been an important opportunity for learning and reflection, and it will undoubtedly support the ongoing efforts to enhance integrity, professionalism, transparency, and efficiency within the Albanian prosecutorial system.

The Ambassador of the Kingdom of Spain to Albania, Mr. Gabriel Cremades Ventura, also participated in the visit, underscoring the importance of strengthening bilateral cooperation and institutional dialogue in the field of justice and the rule of law.
