
From January 14–16, 2025, the EU4Justice Project organized a study visit to the High Council of the Judiciary in Rome, Italy, and to the Supreme Court of Cassation of Italy with participation of the High Judicial Council members. The study visit aimed at exchanging institutional experience and technical knowledge between the Albanian judicial authorities and their Italian counterparts.
During the three-day visit, meetings were held with senior representatives of the Italian High Council of the Judiciary, with the purpose of gaining an overall insight into the Italian system regarding the ethical and professional evaluation of magistrates, disciplinary proceedings, the organization of the Council, and the functioning of the statistics office.
In addition, the Albanian delegation held meetings at the Italian Supreme Court of Cassation and with the Office of the Prosecutor General attached to this court, where the role and functioning of these institutions were presented. The meeting was attended by the Deputy President of the Court of Cassation, Stefano Mogini, who illustrated the role and functions of the Court; President Alberto Giusti, Director of the Office of the Massimario, who gave a presentation on the tasks and role of the Massimario itself; and Councillor Ileana Fedele, Deputy Director of the Electronic Documentation Center, who focused in particular on the databases managed by the CED and on the Italgiure system. Representing the Office of the Prosecutor General was Councillor Fulvio Baldi, also in his capacity as a magistrate of the European Public Prosecutor’s Office, who introduced the functions of the Prosecutor General’s Office at the Court of Cassation.
