On January 26-29, 2026, the EU4Justice Project organized and coordinated a study visit to the General Prosecutor’s Office in Madrid and the Prosecutor’s Office in Cuenca, Spain, with the participation of HJI staff.  

 The study visit aimed at enhancing the professional capacities of HJI inspectors through direct institutional exchange, observation of inspection activities, and peer-to-peer learning with Spanish prosecution inspectors.

 The Albanian delegation held meetings with senior members of the Inspection Service of the Spanish General Prosecutor’s Office and with the Promotor of the Disciplinary Action, who focused on the legal basis of the disciplinary oversight, procedure and scope of disciplinary sanctions.

 In addition, a two-day visit to the Prosecutor’s Office in Cuenca increases inspectors’ understanding of the Spanish prosecution inspection and strengthens practical knowledge on inspection planning, case sampling, on-site inspection activities, and reporting. 

The visit, designed by the Project and the Spanish authorities, provided HJI staff with an opportunity to participate in the preparation and initial phases of a prosecution inspection, and to exposure to practical experiences and best practices applied by homologous institutions in EU Member States.
