On 20th – 21st of November 2023 the EU4JUSTICE project organised a two-day mission focussing on “Draft Regulation on Appointment of Chairs of other Courts”, enlisting the expertise of two Short Term Experts from the Spanish Judicial Council.
During this mission the STEs and EU4Justice experts held dedicated meetings with the HJC Career Development Committee, the HJC Evaluation Committee and selected acting Chairs of Courts. The primary purpose was to engage in in-depth discussions on the outlines of the draft regulation on Art 52 of Law 96/2016 and to exchange perspectives.
In the meetings the STEs presented the draft regulation’s outlines, emphasising key elements and issues to be addressed. Discussions focussed i.a. on the identification of essential criteria and qualifications necessary for the appointment of chairs of courts, the development of a clear and transparent selection and appointment procedure, and the consideration of key evaluation elements for the selection and appointment of these chairs.
Furthermore, these meetings also provided a valuable platform for an exchange of insights into the current situation and practices concerning the promotion and evaluation of judges. The feedback collected from the interlocutors on the proposed outlines of the draft regulation.
STEs will incorporate the feedback and concerns collected from HJC members and acting chairs of courts in the forthcoming draft. Once elaborated the draft regulation with be submitted to the beneficiary for further consideration.
