During 19-23 February 2024, the EU4Justice assigned STE conducted its mission jointly with HPC to analyse the internal capacity building of HPC to establish a training unit within the institution to provide support for sustainable training practice to prosecutors, civil servants, and administrative staff of prosecution offices. For the purpose of analysing the capacities, structure, and competences of the existing staff, meetings took place with HPC Chairperson, HPC Member (coming from the SoM), HPC Secretary General, HPC Head of HR Unit, the current Training Specialist, and one of HPC Legal Advisors, as well the General Prosecutor. The expertise determined the objectives and long-term goals of the training unit to be set up, analysed the current skill gaps and areas where training is needed, as well as gathered input from various departments and stakeholders to understand their training needs, in particular the SoM programs and curricula for prosecutors as not to have overlapping or when it needs complementary programs, as well as those of the Albanian School of Public Administration (ASPA) for civil servants.
