Three EU4Justice STEs, during 19-22 February 2024 and 26 February – 1 March 2024, conducted a needs assessment and a legal analysis on the current system and process of ethical and professional performance evaluation of prosecutors. Various meetings were held between the HPC and the STEs to single out the most crucial issues, problems and gaps which impede the flow of the current process. Such an assessment aimed at identifying legal issues or constraints that impact the efficiency and timeliness of the ethical and professional performance evaluation process. Meetings took place with the HPC Chairperson, members and previous members of the Evaluation Standing Committee, seconded prosecutors to HPC as legal advisors, General Prosecutor, and evaluation working groups in Tirana and Durrēs POs. The experts elaborated the report with the findings and provided also recommendation for solving the urgency for the current process of evaluation for 2017-2021, as well as recommendations for long-term solutions to provide a simpler, objective, and efficient system of evaluation of prosecutors.
