On 28 October 2024, the EU4Justice Experts participated in a consultative working meeting organized by the High Justice Inspector with the participation of the Unit of Inspectors (Assistant Inspectors and members of the cabinet of the HJI). The meeting had in its focus, wide discussions on the document “Common Position of the European Union”, in the framework of the opening of Albania’s membership negotiations for the first basic chapter group. In the first part of the meeting, the findings of the report on aspects of the activity of the High Inspector of Justice and the taking of the necessary measures to address the findings were discussed. Discussions were extended to aspects of daily work processes, from the administration of a complaint that can be made to a judge or prosecutor, to the investigation and disciplinary proceedings, and points of view were shared for improving the pace of work, based on existing capacities.
In the second part of the activity, the manual “Instructions and elements of a methodology for carrying out the thematic inspection in Albania” was presented, which was drawn up by CEPEJ experts in the framework of cooperation with the EU4Justice Project, for increasing the efficiency of HJI. Inspectors and assistant inspectors compared the existing work practices with thematic and institutional inspections, based on the approved methodology and how the work models proposed by CEPEJ experts can be used.
