
The High Prosecutorial Council (HPC), with the support of the EU4Justice Project, organized a capacity building retreat on 30 and 31 October 2025 to enhance institutional integrity, collaboration, and effectiveness. The two-day event brought together members of the HPC and its Administration in a setting that encouraged reflection, shared learning, and strategic alignment. It served as a valuable opportunity to reinforce the core values of professionalism, equity, and resilience, which are essential to maintaining a transparent, fair, and high-performing institutional culture.
The retreat tackled key challenges such as upholding ethical standards, ensuring fair decision-making, and maintaining public trust. Through group discussions, exercises, and debates, participants examined the HPC’s role and public perception, core principles of prosecutorial ethics, and hypothetical scenarios involving conflicts of interest and breaches of confidentiality. Sessions also explored the balance between transparency and institutional confidentiality, following international media communication standards.
A segment on stress management and resilience invited participants to map personal stressors, share coping strategies, and discuss potential institutional measures to promote wellbeing. This approach strengthened unity and purpose within the HPC, reinforced professionalism and integrity in daily work, and improved fairness-based decision-making. Participants ended the retreat with a clearer sense of balancing openness with confidentiality and greater confidence in managing stress effectively.
The key discussions, lessons learned, and recommended actions arising from the retreat, as well as insights and feedback from participants, will be used to shape future training and institutional development, reinforcing the commitment to a culture of integrity and resilience across the HPC.
