On 17 July 2025, the High Prosecutorial Council (HPC), in collaboration with the EU4Justice project, successfully hosted a workshop titled ‘Ethical Dilemmas and Disciplinary Misconduct of Magistrates, Based on EU Standards and Best Practices, and the Role of the Ethics Advisor’. This significant event gathered an esteemed assembly of participants, including members and legal advisors from the HPC, the High Justice Inspector (HJI), the HPC Ethics Advisor, as well as representatives from the General Prosecution Office (GPO) and Special Prosecution Office (SPO). Additionally, Heads of Prosecution Offices and experts from the School of Magistrates enriched the discussions with their insights.

The workshop delved into critical ethical dilemmas encountered by prosecutors, underscoring the essential role of the Ethics Advisor in navigating these challenges. Engaging discussions revolved around key topics such as international and European regulations governing judicial ethics and disciplinary responsibilities. Furthermore, the role of the Ethics Advisor within the Albanian regulatory framework was examined, highlighting current experiences, challenges, and prospective solutions. Expert contributions from the EU4Justice project offered a comprehensive presentation of the Italian model regarding the disciplinary responsibility of magistrates and members of the Italian High Council of the Judiciary (CSM). This included an exploration of foundational principles and insightful case studies related to disciplinary accountability.

An important outcome of the workshop was the discussion on drafting an informative manual designed to outline the interaction processes between the Ethics Advisor and prosecutors when addressing ethical dilemmas. In line with this objective, the EU4Justice project is set to continue its support by assisting the HPC in the development of this essential manual, aimed at enhancing ethical standards and judicial integrity within the prosecutorial framework.
