During 12-16 February 2024, the EU4Justice Project STEs 1st Mission was conducted. The two STEs work aim at simplifying complex processes and standardize procedures wherever is possible, based on EU standards and best practice of existing internal rules, improve them, or by drafting necessary rules required by the law, which will strengthen the organizational and managerial function of the HPC. The experts, jointly with HPC conducted a needs assessment and analysis of the existing rules, such as internal regulation of the Council, regulation on the relation of the Council with media, and regulation on organizational and functioning of the HPC Administration. During the mission the experts had meetings in the beneficiary, with the HPC Chairperson, the HPC members, the HPC General Secretary, the Director of the Supporting Unit of Standing Committees, and the Director of General Legal Service Unit. Regarding rules for the relation with media, the experts had a meeting with the HPC Chairperson, with the coordinator for the right to information, the media legal advisor and the legal advisor members of the established working group. Moreover, meetings with the General Prosecutor and JUSTAL Project took place. The report elaborated by the experts, provide the findings and also preliminary recommendations, which will be discussed with the HPC.
Also, during 12-14 February 2024, EU4Justice STE conducted 1st mission to support HPC in determining areas of legal interventions to improve and complete secondary legislation regulating various aspects of career development of prosecutors. For this purpose, the STE, jointly with the STEs on improving internal rules and procedures of HPC, met with the HPC Chairperson, with all HPC Standing Committees members, HPC Legal Advisors supporting the committees, Legal Service Department competent for legal drafting, as well as with the General Prosecutor.
