On 17–18 November, EU4Justice facilitated a two-day working group with the participation of administrative staff from the High Inspector of Justice (HJI), specifically from the Directorate of Drafting of Acts and Legal Services and the Directorate of Analysis and Standards. The activity focused on reviewing the progress of the Quality Management System (QMS) within the institution, reflecting on the results of previous missions, and validating the status of the Quality Management Plan, the management indicators, and the procedural manuals developed to date.

Throughout the discussions, experts and HJI staff jointly assessed the level of institutional uptake of the QMS, identified remaining bottlenecks, and examined the institution’s readiness to move towards European certification in line with the EFQM model. The working group concluded with next steps aimed at strengthening operationalization, improving performance management practices, and ensuring the full institutionalization of the QMS.
